Very likely because you’re using a balm that works as a barrier moreso than a treatment. Many balms are based on petrolatum and while this serves well to prevent moisture loss, lips don’t have much natural moisture in the first place, so once the balm comes off, you’re often more parched than before.
I have chronically dry lips too, and the only balms that work well for me are those with high doses of oils and butters. Shizen Lip Hydrating Serum ($24.95 from Adore Beauty) is excellent; I’m also in love with Good Skin Megabalm Ultra Soothing Lip Treatment ($20 from Target).
A few extra tips … Make sure to drink plenty of water – this will keep your pout hydrated and plumped up … watch that you’re not licking your lips, as this can have a very drying effect … and scrub your lips once a week or as needed, so that your balm can have the most hydrating effect. Actually this is where you can make use of that old petrolatum-based balm – use it to coat lips, then massage with a soft-bristled toothbrush for a gently sloughing effect.

My favourite lipbalm is a natural Beeswax one from Price Attack for $3.95. Definitely worth a look.
